The University of Oslo and HISP Rwanda are pleased to announce the “DHIS2 Tracker Academy”, Level 1 to be held from October 28 to November 2 2019 at Scheba Hotel, Kigali in Rwanda.

Purpose of DHIS2 Tracker Academy

This DHIS2 Tracker Academy, Level 1 will provide you necessary knowledge and skills to implement cases based system and get your DHIS2 tracking instance up and running. The DHIS2 Tracker functionality is mostly applied in disease surveillance, in vertical program cases management like Nutrition, Immunization, HIV,TB and other patient level to collect individual data and produce reports for decison making and planning.

The course covers all aspects of DHIS2 Tracker; the feature set in DHIS 2 supporting event and patient (tracked entity) level data. You will be introduced to key concepts of designing, collecting, analyzing and performing administration on event and case-based data using DHIS2 builtin features through a mix of lectures and hands-on exercises.

Duration: 6 days

Prerequisite: A completion certificate awarded during a previous DHIS2 Academy or having completed the Online Course on DHIS2 Fundamentals.

Academy trainers are highly recognised experts within global HISP community with vast knowledge and expertise on DHIS2 and public health domain. They represent regional HISP nodes,

Adolphe Kamugunga

Adolphe, has more than 13 years of experience working in Health information systems, health data reporting and management, strategic planning, and information system evaluation. In the last 7 years, Adolphe has contributed to the development of varied DHIS2 based national health information system in Rwanda and in the Region. He is a member of DHIS2 implementer support team and Academies facilitator.Lately, he has been involved in the design and implementation of TB tracker and disease surveillance in Rwanda and Sierra Leone. Adolphe speaks both French

Andrew Muhire

Muhire, a member of HISP Rwanda, is the Sector Monitoring and Evaluation, HMIS, and Report Lead Specialist for the Rwandan Ministry of Health. Since 2012, Andrew has been at the forefront of implementation of DHIS2 as the national HMIS system in Rwanda and promoting use of data to inform decision making and change in health policies. He has over 10 years’ experience in design, development and implementation and training in information systems in Rwanda and the Region.

Eric Dusabe

Eric has 9 years of experience in software development, he has worked in several positions in banking and health sector.While at the Ministry of Health, he was part of the team that configured, implemented and sustained DHIS2 and EMR system during national rollout, and currently he is a student in Medical Informatics at the University of Kwazulu Natal South africa.

Wilfred Senyoni

Wilfred is a reasercher at the University of Oslo, Norway researching in Health Information Systems. He has worked with several HIS since 2009 as a developer, implementer and trainer. His work portfolio includes the national wide implementation of District Health Information Software 2 (DHIS 2), Human Resource for Health Information System (HRHIS) and electronic Integrated Disease Surveillance and Response (eIDSR) in Tanzania. His research and work in implementing HIS have engaged him in projects in East, Central and Southern Africa as well as in Asia.

Prosper Behumbiize

Prosper is currently working with the DHIS2 Global Implementation Team with the Global HISP – University Of Oslo and he is based at HISP Uganda. Previously, Prosper worked with US Centers for Disease Control and Prevention in Uganda where he was supporting design and implementation of Health Information for 13 years. He is a DHIS2 community member and has supported a number regional and global national DHIS2 implementations. He is a prominent DHIS2 use case implementer and his expertise has been recognized by a number of Organizations and Agencies through awards and recognitions among other distinctions


Registration fees

The Academy fees are USD 780 and it includes:

Airport and Airlines

The largest airport in Rwanda is Kigali International Airport and is the single air gate to the international community. The main airlines operating in Rwanda are Rwandair, Ethiopian Airlines, Kenya Airways, Qatar Airways, Turkish Airlines, Brussels Airlines, EgyptAir, and KLM.

Airport Transfers/Shuttle

Airport Taxis are available at the airport parking to various Hotel destinations in Kigali Town at an average fare of about $25. The event organisers will issue support letters, if required, only to those delegates who have registered for the Tracker Academy and got accepted to participate.


From 1 Jan 2018, Citizens of all countries are allowed to get visa upon arrival without prior application.

Citizens of all countries that all not visa exempt have also option to submit application online or at the Rwanda Diplomatic Missions of the country of residence before departure. Those applying online have the option to pay online or upon arrival. There is no single affiliated Agent that is authorised to apply for visa on your behalf. Such Agents may mislead you and charges more than the required visa fees.

Terms and Conditions

These Terms & Conditions apply to every person registering as a participant to a DHIS2 Academy.

Academy Registration

Only fully completed registration forms will be considered. After reviewing each registration, the Academy Organisers will send a confirmation/information email. This email will include all the details related to the payment of the registration fees.

Participation is not guaranteed until full payment of the registration fees is received.

Each Academy has a ceiling. If the maximum capacity is reached, the Academy Organisers reserve the right to refuse additional registrations and to close the registration form.

Methods of Payment

Payments should be made in advance, before the Academy starts, by bank transfer or PayPal. Participants who made a late payment (from 3 days before the Academy starts) are invited to bring a copy of their payment slip to the registration desk the first day of the Academy.

All bank fees and money transfer costs must be covered by the transmitter. Any negative balance will be collected on site. Kindly indicate the Academy name and the participant’s full name as a reference on all bank transfers.

Academy Collaterals

The Academy Organisers cannot guarantee that Academy collaterals will be available for late registrations. All materials will be distributed on-site.

Cancellation Policy

Notice of cancellation (sickness, lack of funding or any other personal reasons) must be made in writing by email to the Academy Organisers. The date of the email will be the basis for considering refunds. Please indicate your bank details on your written cancellation. Refunds will be made after the conference.

Registration fees may be refunded as follows (depending on the Organisers' contracts with their vendors):
- Up to 4 weeks before the Academy: 100% refund
- From 4 weeks to 7 days before the Academy: 50% refund
- From 6 days to the Academy: no refund

The Academy Organisers reserve the right to reimburse the participant after deducting costs already incurred for the bank transfers.

No refunds will be granted for unforseen events or early termination of attendance, or any other incidents during the Academy, which are beyond the control of the Academy Organisers.

Cancellation of the Academy

In the event that the Academy cannot be held or is postponed due to events beyond the control of the Academy organisers, the Academy organisers cannot be held liable by participants for any damages, costs such as transportation, accommodation, and other expenses incurred by the participants.

All expenses in relation to the Academy, the registration and the attendance are the sole responsibility of the participants.

Under these circumstances, the Academy Organisers reserve the right to reimburse the participant after deducting costs already incurred for the bank transfers.


The registration fee does not include insurance. The Academy Organisers do NOT provide any form of insurance and do not take any responsibility for accidents or illnesses that might occur during the DHIS2 Academy and in the course of travel to or from the Academy place. Therefore, each participant is solely responsible for his/her safety, security and health.

Moreover, participants shall be aware of their health insurance policy and take appropriate measures to ensure their coverage for any hazards which might occur when attending the DHIS2 Academy.

Modification of the Programme and Venue Change

The Academy Organisers reserve the right to amend the Academy programme, including making changes to the speakers/facilitators appearing and/or subjects covered. No refunds can be granted in case of cancellation of speakers/facilitators, programme change or any other incidents during the Academy which are beyond the control of the Organisers.

The Academy Organisers reserve the right to move the Conference to a larger or smaller venue, if the level of participant registrations warrants.

Name Badge

The name badge must be worn at all times during the Academy. Access to the venue will not be granted without the DHIS2 Academy name badge.

Invitation Letter

Participants requiring an official invitation letter from the Academy Organisers can request one by email. Participants must first register to the Academy.


It is the sole responsibility of the participant to take care of his/her visa requirements. Participant who require an entry visa must allow sufficient time for the application procedure.

Data Protection

The Academy Organisers will collect and store datas for the preparation and execution of the Academy.

HISP-UiO performs monthly e-mailings (which include photographs/videos) and/or communications on social media regarding the DHIS2 Academy. If you do not wish to appear in the marketing visuals, please send an email to aliceal@ifi.uio.no.

Email contact details of participants will not be passed on to third parties. Participants may unsubscribe from these mailing campaigns at any time.

Limitation of Liability

The participant agrees to be responsible for all property he or she brings to the Academy venue.
